UKRAINE : CHAQUE VRILLE A SON VERTIGE (ROLAND DUBILLARD) .

L'UE a finalement réussi à trouver un presque- accord, sanctionnant les hydrocarbures en provenance de Russie. Autant cela était nécessaire, autant les réticenses de certains pays sont également légitimes et l'on a raison d'en tenir compte. Il faut espérer que certains ne remettent pas tout en cause.

Manifestement ce qui se passe en Ukraine devient de jour en jour plus intolérable. Il est de plus en plus difficile de ménager une possibilité de dialogue avec la Fédération Russe, alors que Poutine y va de son "L'état c'est moi". Cette guerre-car celà en est une- a de plus en plus de mal à éviter qu'elle ne conduise à une fracture de civilisations. Or la Russie est un pays Européen et la mégalomanie Eur-Asiatique de Poutine ne doit pas remettre en question le facteur géopolitique existant.

Il est impossible de prévoir l'avenir. Tout indique que l'Ukraine risque de perdre la partie orientale de son territoire, voir meme son accès a laMer Noire. Des francs-tireurs apparaitront. Légitimes ou surtout opportunistes , ils seront encouragés par le Kremlin à semer doute, pagaille et discorde. Il est d'autant plus important que l'UE et les Etats-Unis  restent sur la mème page. Ils doivent se garder de créer l'irréparable. Ils doivent en mème temps veiller à ce que l'Ukraine dispose des moyens pour faire face, militairement et économiquement , à l'enfer dans lequel Poutine l'a jettée. Il faut aussi éviter que ce conflit ne se prolonge, sans quoi il rendra tout arrangement encore moins atteignable.

Il faudra créer les conditions pour qu'une négociation sans pré-conditions puisse devenir envisageable. ncore convient-il que le crime reçoive son chatiment. L'UE doit aussi céer les conditions dans lesquelles Kiev puisse sérieusement envisager son adhésion à l'Union. L'OTAN n'est ni un complément, ni une option politiquement sage à  moyen terme. 

Il faudrait un autre Kissinger pour élaborer des paramètres  pour que des pourparlers puissent démarrer. Ce sera d'autant plus difficile que des crimes de guerre ont été commis. Le précédent Serbe démontre qu'après Rambouillet et Dayton, il peut y avoir la cour de La Haye.

Alors que Poutine n'hésite pas à recourir à la  panoplie de la desinformation, l'Occident doit maintenir son soutien inconditionnel à  l'Ukraine. Cela n'interdit aucunement de prendre en considération des ajustements pour autant qu'ils ne se mettent pas au travers de l'inviolabilité des frontières et d'accommodements "mutuellement agréés".

Si l'Europe semble prise dans le vertige d'un trou noir, un trou n'est pas issu de rien (Roland Dubillard). That is the question...

TOM LANOYE : DE DRAAISCHIJF

Lanoye bewijst eens te meer zijn geniale maar soms ook irriterende eigenschappen in " De Draaischijf", een groot roman.

Dit magnum opus zou het ook goed kunnen doen in vertaling. De taal is bijna glad (anders dan bij Jeroen Brouwers bv.). niettegenstaande de Vlaamse "verkeersdrempels" . Globalisering blijft dikwijls achterwege in de "Nederlands /Vlaamse litteratuur, die nooit meer het niveau heeft bereikt van o.m. Couperus, auteur die vergelijkbaar is met Proust en Henry James. 

Lanoye's geinformeerd refereren maar de vele individuen die Belgie en meer bepaaald Antwerpen tijdens en na de tweede oorlogsjaren hebben onbewoonbaar gemaakt wegen op het het verhaal. In een vertaling zouden die vele klein-historische figuren niets voorstellen. Vlaanderen staat vol stanbeelden van verstekelingen, die stiekem in de geschiedenis werden geloodst terwijl ze niets voorstelden.

Schrijvers van het niveau van Jonathan Franzen  of Richard Ford belasten hun  oeuvre ook niet met personae "without qualities"(Robert Musil).

Vlamingen leven onder de illusie van hun gulden sporen fabricage. De namen die Lanoye uit de Vlaamse vergaarbak haalt blijven steken in een biotoop van middelmatigheid die zijn talent geen eer aandoet. Fictie en historie kunnen ontaarden in een "marriage made in hell".

Dit briljant boek is ergens overbemand. Hij had zijn groot talent beter geinvesteerd in meer abstraktie. Zijn beoordeling  is pertinent maar ziin opgeroepen getuigen  zijn te talrijk....en dikwijls oninteressant.

Ik wed er op dat in de huidige Vlaamse Zeitgeist nog meer standbeelden in voorbereiding zijn voor andere vergeetbare Vlamingen.

Tom Lanoye is bijna geniaal en het ware jammer dat naturalime zijn oeuvre zou infecteren . Ook internationale lezers verdienen zo een immens talent te mogen ontdekken. Alleen David Van Reybrouck en Bart van Loo veroverden een buitenlands lezerspubliek. Lanoye verdient een kroon als mens en als schrijver, maar...

...Madame Bovary had geen thuisadres.

THE TEXAS SCHOOL SHOOTING

The United States continue to surprise. They are often the best and occasionally the worst of places one can imagine. Onlookers remain spellbound because they are always reinventing their story. Dealing with this paradoxical country is like looking at the visible face of the moon while the other side is hidden from instant scrutiny. One only gets part of the reality albeit by accident or because the unsavory facts are camouflaged.

The cult of the gun is not as hard to understand as it is difficult to tolerate. The long conquest of the Western Territories gave rise to the myth of the cowboy. The Southern states gave the impression of gentile living with a paternalistic undertone. The country was built on a quest for freedom of thought and sharing Thanksgiving with the locals. So goes the storyline.

The reality is different and altogether still miraculous. The indigenous were murdered, the slaves were imported and the cowboy/migration myth only helped to herald the rule of the gun. Nevertheless, the ideals of some were able to reign in the murky intentions of the rest.  Racism and violence are still part of a package which is unable to hide prejudice and hatred. The permanent invocation of God doesn't wash the sins of the many.

The United States finds itself in an internal culture war marked by rising or retreating tides. This creates an unstable weather pattern wherein opposing forces compete. The difference with other large countries is that given their lack of alternative they are spared from too visible tensions or fractures. The fake tranquility shouldn't fool anyone. America's turmoils are inexcusable but they are not insurmountable. Russia under Putin and China under Xi are countries under house arrest. As long as they remain in the grip of the ankle restraint, they are impervious to change. America is an emotional country that can swing either way and return both to the better intentions or the less desirable incentives.

In the short-term however, to do nothing (yet again) and let the bribes of the National Rifle Association take over the hearts and minds of the people would amount to surrender to all that undermines the hopes of the majority. The Republicans mostly must come clear on their intentions. It is too easy to make decrees on reproductive rights (in 2022!) while doing nothing about the killing fields in all parts of the land wherein bibles and guns are allied.

Europeans who struggle with the contradictory emotions regarding immigration and mounting violence should hold sway over hasty comments and stick with the many in America who cry for change. It is time to halt the free pass which benefited  the guilty by association for too long. The NRA should be seen like the KKK, a transit camp not worthy of Congressional largesse.

DAVOS 2022

Ten years ago Davos was the mandatory meeting place for the world's mighty and brightest.  A nod from Klaus Schwab, originator of the gathering, was like a knighthood in the world's elite.  Now the gauge train, made famous in Thomas Mann's Magic Mountain might carry less passengers in their quest of the professor's Graal.

Davos stood for the worship of globalisation. There was an aura of almost pagan idolatry of the chosen entrepreneurs, politicians and bankers who acted less as custodians than as prophets. The onlookers became sycophants.

Some start to feel now sorry for the past euphoria or hubris.  Indeed divergence has now won the battle over convergence. The former pillars which supported the post- Cold War "order" became dubious. The UN or the EU start to look as tiresome as a never-ending Wagner production. Besides, occasional partners who still unite around opportunistic goals do not act as if they really mean it.

So, Davos goes on, albeit in minor key. Globalisation remains a worthy goal. It suffered major setbacks, both by its own arrogance and by circumstances that have led to overstretch. 

Obviously Ukraine is creating havoc worldwide and disruption in the West. It would be wrong however to over-prioritize legitimate emotion, while climate, hunger and other perverse war situations abound everywhere. If Davos gets a new lifeline it should be about more globalisation than less. If everything continues to unravel, we might as well get ready for another 100 Years War in various parts of the planet.  Davos should not be allowed to die off, like the Club of Rome.

Actually since nobody wants to cross any longer the doorstep of the perceived hostile other, Davos could also become an alternative for "accidental" dating, internet-like.

Ukraine is, tragically, a repeat of the Guernica horror. Anything has to be considered to halt this war crime en direct. Elsewhere Orwellian horrors multiply, unchecked.

The omen is not good, unfortunately. The luring dangers which risk to topsy-turvy the food chain, transport, supply and demand warrant urgent preoccupation, far from intrusive observation.

Yesterday's prophets have failed.  Today belongs to the likes of Elon Musk & Co., who waste little time with "academic" trivia. After all The Greening of America was followed up by another best seller The Closing of the American Mind. For Europe we can consult the Brexit file and its mediocre consequences.

Who knows, Klaus Schwab might still come up with a spring surprise, but a repeat of his former optimistic Bildungsroman will be an uphill battle.

HET VERDRIET VAN VLAANDEREN O.M.

Na Joachim Coens is nu ook Wouter Beke  uitgewuifd. Die twee gentlemen hadden een ongelukkig parcours. Anderen, die het nochtans slechter doen, blijven "schitteren" in de Vlaamse nomenclatuur : Jan Jambon, Ben Weyts, Zumal Demir en de onverwumbare Liesbeth Homans. 

Eens te meer wint het Pallieter DNA. Bart De Wever , Vlaamse Macchiavelli, zal dit allemaal wel met het passende mépris beoordelen .Naar 2024 toe wordt het pokerspel spannender. Het aantal grensoverschrijdende gesprekken neemt toe en de meest onwaarschijnlijke gesprekspartners beginen vooruit te zien op de toekomst, na de 200ste verjaardag van Belgie .

Het is evident dat het zo niet verder kan en dat Belgie, in de eerste plaats Wallonie, moet worden afgeslankt. De piramedale bestuurschaos verzwakt de geloofwaardigheid van dit land. In de federale regering heerst er ook enige ongerustheid. De groenen zijn een  noodzakelijk kwaad ( voor hoe lang nog?) en sommige ministers beginnen ook de kat uit de boom te kijken. Ook de Eerste Minister geeft soms de indruk meer werk te willen maken van zijn profiel in het buitenland dan in dit ondankbare land.

Het is vooral belangrijk de problemen zakelijk en niet emotioneel in te schatten. De verschrikking aan Rusland's grenzen gaat ook nog sociale en economische consequenties verergeren, waarvvor nu beter een federale manager zou moeten worden aangesteld. De handelsrelaties en andere onverantwoorde toestanden moeten worden gerefederaliseerd of gerationaliseerd. Of Belgie, in een federale kieskring, zich uitspreekt voor de een of andere staatsvorm is bijna onverschillig zolang  efficientie en transparentie er baat bij vinden. 

Aan beide kanten van die onozele taalgrens zijn de besturen te weinig afgestemd op een internationale methodologie die overal in de versnelling komt. Het stikstof dossier of de post-overstroming in Wallonie leveren opnieuw het bewijs dat het bestaand bestuurspatroon de verwachtingen van de burger verwaarloost. Hij ziet toch ook de kwalitatieve breuk tussen o.m. CNN en RTL (the shame of Wallonia) bijvoorbeeld.

Opnieuw gaat de zoveelste ekonomische zending naar het buitenland. Vele aanwezige Excellenties (waarom ?) zien niet verder dan de grenzen van hun ge meente, spreken slecht engels en hebben nooit Piketty gelezen. Ja, er is princes Astrid om de "boel" te redden. Hopelijk is Staatssecretaris Thomas Dermine van de partij(hij heefy Piketty gelezen).

Tout comprendre c'est moins pardonner.

THE UKRAINIAN "QUADRATURE DU CERCLE''

Ukraine is a tragedy that is hard to come to terms with. Almost all the actors in this unfolding drama look lost in a soliloquy.

President Zelensky has a difficult role, insofar as he has to play host to too many who come and go for the photo opportunity of the day. His past TV experience helps him to a point, but the over-exposure might dent the needed gravitas.

Some leaders try to act as the power brokers they are no longer. The UK prime minister clowns his way into every corner to appear Churchillian, which he is not (despite the awful biography he wrote) .

The EU Commission strikes the right tone and mode, but with member states such as Hungary, Slovakia, the Czech Republic and Greece, it will be an uphill battle to arrive at an agreement on further sanctions against Russia.

France is EU president until the end of June. Newly re-elected, Macron will certainly be tempted to bluff other member states, which is always dubious.

The Russian Federation appears diminished. It looks more and more as being unable to steer its quantitative advantage into a qualitative added value.

President Biden handles the situation better than anyone. He acts with deliberation and is constant in an outrage that few dare to emulate. Besides, only the Americans have been consistent in their support and in the limits thereof.  Hopefully the lunatic Republicans will refrain from yet  another folly, in which they specialize.

At some point a negociated settlement will have to be considered. Given Putin's sins, this will be difficult to arrive at. He will never go for a Dayton scenario or sit down with "underlings". He is intelligent enough to know the risks of a prolonged "special operation" which is becoming costly and unpopular home. Returning body bags look bad. The West will also be under pressure to deal with inflation, cost of energy and possible social unrest. 

There is no magic formula. The communication between Washington and Moscow is on ice and the EU counts for too little in Putin's eyes. A new conference on security and cooperation in Europe might offer an outcome.  At the end of the day, even the UN could receive a respite from oblivion because it can give cover to all parties with none risking to lose face.

JOACHIM COENS

Niet nodig om een cd&v te zijn (de laatste partij der Mohikanen) om toch voorzitter Coens een echte gentleman te noemen. Helaas bleef hij altijd "spooked"door zijn geruite jas die hem ergens tekende als een verdwaalde tragi-komische verschijning toen hij gepaard was met de levensgevaarlijke Georges Louis Bouchez.

De teleurgang van de katholieke zuil is niet langer te stoppen. Ook Sammy Mahdi die beter past in het Bouchez/Rousseau genre zal het nochtans moeilijk hebben om het saai imago van zijn partij nog kwijt te spelen. Onverdiend ergens want de Ministers van Binnenlandse Zaken en Financien, "uitgezonden" door Joachim Coens presteren .

Een mega poltieke verkaveling is niet langer ondenkbaar. Het laatste Iris feest was daarvoor een waarschuwing. Plotseling dook daar opnieuw een excellentie op, met de zoveelste totaal vergeten en overbodige Brusselse bevoegdheid, waarin de Franstaligen specialiseren (Plus on est de fous....).

Joachim  Coens was "the wong man for the current mood". De kiezer vandaag wordt meer aangesproken door de "hoodies" of de haartooi dan door de wezenlijke boodshap. Egbert Lachaert, een andere gentleman, moet er een les uittrekken. "Entertainment" weegt zwaarder dan inhoud (Trump leeft!)...vooral in  Vlaanderen.

L' ENFER C'EST (aussi) LES VERTS

En amont, les Verts étaient considérés avec une certaine sympathie, voir mème avec respect. Ils étaient les premiers à jeter sur la table des thèmes dérangeants qui sont devenus les urgences aujourd'hui : environnement, climat, nucléaire.

En aval, ce parti ressemble d'avantage à un mouvement dans lequel les frustrés de tout bord et des Utopistes mal connectés se rencontrent.

Certains de leurs impératifs catégoriques ne leur appartiennent plus. Ils semblent devenus victimes d'une sorte d'hystérie collective, ayant perdu distance et conséquence. Leur discours sur le nucléaire, qui ne fait pas le tri entre le civil et le militaire, est insupportable. Leur engouement pour le vélo a créé une guerrilla urbaine et dérappe déjà. Au demeurant, la guerre déclarée à l'automobiliste n'arrange rien. La prolifération de délivreurs de fast food etc. a aussi contribué à l'apparition de situations mafieuses. 

Curieusement les Verts restent muets devant la dégradation du tissus urbain à Bruxelles ou la voirie rivalise avec le Paris-Roubaix...,enfer du Nord, et ou les parkings (Sablon, quartier des Arts...) enlaidissent tout ( question de ne  pas compromettre les "alliés" genre Pascal Smet ou la survie d'alliances opportunistes, comme à Ixelles).

Les Verts mal aimés ? Il parait que la Ministre Tinne Van der Straeten connait bien ses dossiers. Tant mieux. Petra de Sutter (avec d'autres mini Excellences) était de la visite royale à Athènes. Tous, à commencer par le Roi, semblaient s'ennuyer.

 Lors de la pandémie les Verts étaient nuls, en premier lieu à Bruxelles. Ils sont encore co-responsables du brutalisme nouveau qui  envahit tout. Leur conclave, à la recherche d'un gouvernail, imite les mauvais précédents des partis "traditionnels".

Il est impossible de prédire l'après 2024, Ce pays va-t-il rester un reportage en continu pour "paumés" qui regardent RTL ou se reveillera-t-il, secoué par les PS, SP et MR... sous la direction de Bart De Wever ? 

Il vaut mieux savoir ou l'on va que de rester victime des embouteillages et d'une guerilla civile "made par les Verts".

JAN FABRE

Fabre is een visionaire kunstenaar. Hij past in geen enkele definitie. Op toneel of in zijn kunst kan hij storend en ongrijpbaar zijn.

Hij is nu veroordeeld omwege van een grensoverschrijdend gedragspatroon. Of dat nu inderdaad zo was blijft betwistbaar en historisch abusief. Er zitten te veel verkeersdrempels in de redenering pro en contra,

De rechtspraak moet wel worden gerespecteerd. Het oeuvre van Jan Fabre verdient alleszins een zelfde respect. De armen van geest en cultuur die hem willen in de vergeetput gooien kunnen beter inschrijven voor een entreekaartje voor de vertoningen van de populistische vendelzwaaiers. Daar horen zij t'huis.
